ERROR 10164 - Inactive material block specification, ID <material_id> is not supported with external GIS material layers.

Description

A material ID defined as inactive (Inactive == 1 in the material block) has been found in the GIS materials layer. Inactive materials cannot be assigned via a GIS material polygon layer.

Suggestions

Remove the inactive material ID from the GIS materials layer. Assign inactive materials directly in the .2dm mesh file instead.
