Returns whether this input is the end of a block. e.g. End if is the end of a block.

An end of a block can be any block that starts with

END IF
ELSE IF [Scenario | Event]
ELSE
END DEFINE

Returns:: Whether the input is the end of a block.
Return type:: bool
